Saint Petersburg / Luanda — The founders (Budyonny Military Academy of Communications and the Higher Military School of the General Staff of the Armed Forces of the Republic of Angola) announce the call for scientific papers for the quarterly peer-reviewed journal “Bulletin of Information Technologies. Russia and Africa”.

Published since 2026, the journal is a logical continuation of the Angolan journal “Proceedings of the Higher Military School of the General Staff of the Armed Forces of the Republic of Angola” (published since 2024). The journal is registered in eLIBRARY (ID: 173570), has an ISSN for the electronic version: 3033-7631, and each published article is assigned a DOI index.

The following conditions are important for authors:

  • Frequency: 4 issues per year.
  • Languages of publication: Russian and Portuguese.
  • Access policy: open (free access to all full-text versions on the journal's website upon publication).
  • Publication fee: none (free of charge). No honorariums are paid.
  • Peer review: double-blind (the author and reviewer do not know each other).

Main scientific areas (in accordance with the requirements of the Higher Attestation Commission):

  • Equipment for special-purpose systems.
  • Information warfare and information protection.
  • Military command, control, communications, and navigation systems.
  • System analysis, modern IT technologies.
  • Problems and challenges of higher education in the modern world.

Publication of articles in other areas is possible after prior agreement with the editorial board.

How to submit an application:

Authors must send an application (in free form) to the email address kuzik78@mail.ru with two mandatory attachments:

  • The article strictly following the template (available on the website) in .doc/.docx and .pdf formats.
  • An act (conclusion) on the possibility of open publication, certified by the head of the organization (for authors from Russia — with a seal).

If there are more than three co-authors, the contribution of each must be indicated in the fifth paragraph of the abstract. The co-author responsible for correspondence must also be indicated in the application.

The decision on publication is made by the editorial board based on the results of the expert review. Approved materials are published within six months of the decision. Articles with formatting violations or without an expert review act will not be considered.
